The accompanying excerpted article from Russia’s official government newspaper, Rossiyskaya Gazeta, describes some of the capabilities of the Palantin electronic warfare (EW) system and how it has been employed during Russia’s invasion of Ukraine—the first reported use of the system in combat.  According to the article, its most important advantage “lies in the ability to combine the electronic warfare systems such as [of] the “Moskva”, “Zhitel,” and “Judoist” into a “single working network.”  The Russian military personnel featured in the article claim that the Palantin EW system “disables reconnaissance drones of the Armed Forces of Ukraine” and “jams cellular communication and Internet sources at Ukrainian command posts,” but other, more objective open sources have not confirmed how effective the system has proven on the Ukrainian battlefield.

The Russian Ground Forces have a three-tiered system for EW.  At the maneuver brigade and division level, each has an EW company that focuses on tactical tasks.  At the combined arms Army level, each has an EW battalion that focuses on operational-tactical tasks.  At the Military District level, each has an EW brigade that focuses on strategic-level tasks.  At the tactical level, the Borisoglebsk-2. EW system is the primary and latest EW system for maneuver brigade/division level EW companies, while the Palantin EW system is the primary and latest system for combined arms Army level EW battalions.

The Palantin electronic warfare system disables reconnaissance drones of the Armed Forces of Ukraine, jams cellular communication and Internet sources at Ukrainian command posts, without disturbing the civilian communications infrastructure…The electronic warfare system independently detects enemy drones, intercepts their control signal, and interferes with them. As a result, the UAV loses contact with the operator on the ground.

The commander of the jamming company, Sergei, says that the specialists of his unit have mastered modern radio-electronic equipment without any problems. “Palantin” is the newest system, it is extremely easy to operate and maintain. The electronic warfare system provides automatic detection and suppression of radio communication lines…

A few words about what the Palantin-K electronic warfare system consists of.  It is mounted on four-axle KamAZ vehicles, and is designed to suppress existing and future radio communication systems, as well as to conduct signals intelligence. The capabilities of the system make it possible to “dazzle” enemy electronic systems in the ultrashort-wave [very high frequency (VHF)] and short-wave [high frequency (HF)] bands.

In addition, the “Palantin” can interfere with navigation systems and disable an air defense radars or a command and control systems…this system can deprive the enemy of cellular and trunking communications. Its most important advantage lies in the ability to combine the electronic warfare systems such as the “Moskva”, “Zhitel” and “Judoist” into a single working network… Experts say that “Palantin” is 2-3 times superior to Russian EW systems of the previous generation and currently has no analogues in combat capabilities in any army of leading foreign states.

The accompanying excerpted articles from Russian military-themed website Armeyskiy Standart  and weekly Russian newspaperwebsite Argumenty i Fakty describe the capabilities of the R-441 Liven satellite communication system.  Both articles clarify that the R-441 had its first use in combat conditions during Russia’s invasion of Ukraine, or as they call it the “special military operation.”  The R-441 is designed to provide SHF (S/C-band) satellite communications capabilities for the strategic- and operational-level headquarters of the Ground Forces and Aerospace Forces.  The first version of the R-441 was fielded in 1997 to replace the R-440 Kristall satellite communication system, which provided a similar capability.  Variants of the R-441 are located in the headquarters of Air and Air Defense Armies, Combined Arms Armies, and Military Districts.  The articles purport that the system has performed well, although they provide few details.

The use of repeaters on artificial satellites makes it possible to cover vast distances without problems. The main advantage of the R-441 is its versatility, it provides stable communications with any digital or analog radio relay stations and unified command and control vehicles. The system uses “Globus-1” and “Meridian” satellites, and is able to automatically direct the antenna to a specified satellite. The developers claim that Liven is ten times superior to similar radios in terms of closed signal security and the ability to work in contested electromagnetic interference environments.

In fact, these are powerful communication nodes, military routers of the strategic and operational level, which are capable of autonomous operation in any conditions, on any terrain and in any weather. The use of this system as repeaters of artificial satellites makes it possible to create communication links several hundred kilometers long.The primary mission of “Liven” is to provide the command of the military district with long-range multi-channel radio communications in the field, which allows commanders of various levels to successfully accomplish missions of command and control. The station allows you to maintain a stable telephone and telegraph communications with the ability to access civilian telephone numbers. The equipment of the complex creates protected secure signals, which no modern electronic warfare system is capable of silencing and jamming. One of the additional options of this machine is the ability to create a secure digital network of broadband wireless access.

Russia Shifting Wounded Servicemen to Recruitment Duties

The accompanying excerpted article from Russia’s army newspaper Red Star discusses Russian plans to have severely wounded servicemen continue their military service in military commissariats.  In the Russian military system, military commissariats are primarily responsible for the biannual draft but also deal with voluntary enlisted accessions, reserve accessions, and certain aspects of national mobilization.  Therefore, military commissariat offices are located throughout the Russian Federation, much as U.S. military recruitment offices are scattered across the United States.  This move appears to reverse a reform made under previous Russian Defense Minister Anatoli Serdyukov, whereby billets in military commissariats that uniformed servicemen once manned became civil service positions.  Placing severely wounded soldiers in commissariats is noteworthy because it acknowledges the horrors of war, the numbers of wounded servicemen, and implies that the Russian government is not concerned about the public seeing these severely wounded servicemen.  To the contrary, some Russian commentators have proposed that these servicemen will raise the prestige of the work of the military commissariats.

A Russian Strategic Assessment of Russia’s 2022 Invasion of Ukraine

The accompanying excerpted article from Russian military and defense industry focused weekly Voyenno-Promyshlennyy Kuryer explains that Russian political and military leadership sees Russia’s 2022 invasion of Ukraine as not just a local conflict between two nations, but as a front in a much larger war between Russia and the West.  The author, Konstantin Sivkov, is a retired naval officer and General Staff Academy graduate that served in the Center for Military-Strategic Research of the General Staff.  He is an expert on Russian military modernization and future warfare, the processes of armed struggle, the nature of modern wars and armed conflicts, and the organizational development of the Armed Forces.  Sivkov elaborates on how the Kremlin may perceive the big picture consequences for either succeeding or failing to achieve the campaign’s objectives.  For Russia, the success of this campaign will result not only in the imposition of its will on Ukraine, but also of its narrative on the world.  In short, the Kremlin sees the current conflict furthering one of two competing and mutually exclusive narratives: that of Russia or the West.

The special operation of the Armed Forces of the Russian Federation in Ukraine continues to develop. Serious shifts are taking place in the nature of the operational use of the Russian group of forces, indicating a qualitative change in the course of the armed struggle. Under these conditions, the question arises: what will happen next, will the West stop its pressure on Russia and start negotiations, as many Russians hope, or vice versa – will the pressure become even more fierce, will new armed conflicts arise?…

…Thus, we can safely say that Russia is currently at war with the united West. This is a war of a different nature than those that took place in the 20th century. It cannot be declared, because in essence it is a classic hybrid one, from the side of the West…The scale of this hybrid war with the West suggests that it has all the hallmarks of a world war: the presence of opposing coalitions led by global centers of power that have entered directly into a military confrontation, albeit it just in the economic and information spheres, the resoluteness of goals, the use of all possible means of confrontation, refusal to comply with peacetime legal norms with the transition to the principle of military expediency practically on a global scale, drawing most countries of the world into the conflict according to the principle “if not with us, then against us”. That is, we are talking about the beginning of the third world war, which is still taking place in a refined hybrid form – the Western coalition conducts armed confrontation using its proxies — the Armed Forces of Ukraine, in a limited TVD [theater of operations] within Ukrainian territory, while conducting full-scale global economic and information warfare against our country.

…regardless of the outcome of the special operation in Ukraine, the war of the Western coalition against Russia will continue to escalate — the Western and global elites cannot stop without defeating Russia, or suffering a final defeat in this war. After all, at stake is the shape of the future world, of which there are only two variants. One proclaimed Klaus Schwab — the mouthpiece of the globalists. It has no place for states and national elites — the world is controlled by transnational corporations, and is actually privatized by them. An alternative to it is the concept of a multipolar world proclaimed by our president last year at the Davos forum and subsequent key international summits, where states remain the subjects of world politics, and there is no place for the global power of transnational corporations and the corresponding elites.

These two options are mutually exclusive. The victory of one of them means the inevitable collapse, death, at least political and economic sense, and the disappearance of the bearers and beneficiaries of the alternative option into history. Therefore, the struggle has an extremely tough character, when all means are used that can be used without risking their own immediate death. For Western and global elites, the central task on this path is the defeat and subjugation of Russia…

The defeat of Nazi Ukraine will mean the collapse of the entire strategy built by the West and the globalists over the last 20 years. The consequences of this defeat could be catastrophic for the globalists and have a geopolitical scale. Signs of this are already manifesting themselves today in the emerging rapprochement between the UAE and Saudi Arabia with Russia, China’s tough position on the Ukrainian issue, Venezuela’s demand to recognize Maduro as the country’s legitimate president as a condition for starting negotiations with the United States on oil supplies, and a number of other similar manifestations that indicate a loss of authority of the US and the West in the general world order. The result of the defeat of Nazi Ukraine will be a sharp drop in American and, in general, Western influence in the world, which will have the most severe consequences for the economy. Under these conditions, revenge for the Ukrainian defeat may become the main leitmotif of US-European geopolitics.

In turn, the termination of the special operation with the preservation of the current regime, even with a host of various treaty guarantees, will mean a military defeat for Russia. And the consequences of this will be very severe, primarily in the domestic socio-political situation. Such a step will have a negative impact on the international position and status of our country.Therefore, further escalation of tension in the world, especially military, will increase, and we can expect the next stage of the initial period of the third world [war]…

The accompanying excerpted article from the Southern Military District Press Service describes Russian plans to man its new reserve system with Cossack militiamen.  The Cossacks are an ethnic group mostly found in Russia and Eastern Europe.  Historically, Cossack communities were allowed self-governance in exchange for military service.  Cossacks are no longer self-governing, but their tradition of military service continues in two forms.  First, a few Russian military units are designated as “Cossack” units.  These units are usually found in Cossack areas and only differ from regular units due to the honorific, such as the 205th Motorized Rifle Brigade (Cossack) of the 49th Combined Arms Army in the Southern Military District.  The second form of Cossack military service is that of the Cossack militia.  These militias are authorized by the Federal Law of the Russian Federation No. 154-FZ “On State Service of the Russian Cossacks” dated 5 December 2005.  In practice, these militias are not usually equipped with firearms and are often used for crowd control and event security.  One exception to this was in 2014, when Cossack units fought in the Donbass.  Interestingly, there has been little reporting of Cossack exploits during Russia’s 2022 invasion of Ukraine.  According to the Southern Military District Press Service article, Cossacks from the Terek Military Cossack Host will form a separate regiment of 1,134 personnel.  The inclusion of Cossacks into the reserve system could provide Russia with the capability to put many more boots on the ground in Ukraine, if needed.  (See: “Russia’s BARS Reserve System Takes Shape,” OE Watch #4, 2022; and “Developments in Russia’s BARS System,” OE Watch #1, 2022).

The atamans of the Great Don Army, Kuban, Terek, and Black Sea Military Cossack Hosts confirmed their readiness to join BARS in mid-February by signing an agreement on attracting “members of the societies as candidates for the mobilization manpower reserve of the Armed Forces of the Russian Federation” with the Ministry of Defense.

The document implies the provision of assistance to the military in recruiting the mobilization manpower reserve with Cossacks: “Atamans of the Cossack societies confirmed their readiness to ensure the selection of personnel to serve in the country’s reserve system (BARS)…at least 50 percent of the Cossacks will be registered with the military and meet the criteria for being in the mobilization human reserve”…According to the press service of the Committee of the Stavropol Territory for Nationalities and Cossacks, this year the mobilization reserve will include 1134 Cossacks: “A separate Cossack regiment will be formed with these reservists, and they will be commanded by Cossacks and wear Cossack uniforms.”

As Colonel Igor Yegorov, military commissar of the Rostov Region, explained, the military enlistment office of the region stood at the origins of the creation of a mobilization manpower reserve in the Armed Forces of the Russian Federation. Since 2015, he has been taking part in an experiment to introduce a new system of troop recruitment by citizens who signed a contract to stay in the mobilization manpower reserve. In connection with the decision by the Supreme Commander-in-Chief of the Armed Forces of the Russian Federation to increase the size of the mobilization reserve, at present the assignment for the selection of reservists to the military commissariat of the region is almost 5,000…

According to the training curricula, the reservists will have monthly training sessions for 2-3 days and military training once a year, as a rule, for 20 days. At training sessions and military training, reserve fighters will learn how to shoot from all types of weapons and drive military equipment, and other practical actions in their combat specialties…As for the specific use of territorial troops, in the formation of which the Southern Military District has real experience, in the event of mobilization, their task, most likely, will be the protection and defense of especially important military facilities, defending rear areas, maintaining law and order in populated areas, and providing assistance to the local population during evacuation. If reservists accomplish these tasks, active-duty personnel and subunits need not be diverted for such duties.

Russia Fields the “Zemledeliye” Engineering System for Remote Mining

“The installation of minefields with the help of the “Zemledeliye” ISDM [Engineering System for Remote Mining] has a number of advantages. In particular, the speed of laying minefields has been increased, especially in hard-to-reach areas. And the ability of mines to deactivate or self-destruct at a given time ensures safe and quick clearance after the cessation of hostilities.”


“In maneuver war, they [Engineering Systems for Remote Mining] are very effective,” the expert explained. “They bind the enemy, by covering flanks and performing many other missions. On the southern axis, on the one hand, there is a high terrorist threat: Central Asia is nearby, and these systems will become an effective defense system. But if a situation arises related to the same Ukraine, then Zemledeliye can also be used against modern armies equipped with high-tech weapons…”

Russian Multiple Launch Rocket Systems (MLRSs)—such as the 120mm BM-21 Grad, 220mm BM-27 Uragan, and 300mm BM-30 Smerch—have rockets that can deploy scatterable mines considerable distances.  Although Russian MLRSs can all employ these types of rockets, in practice they are typically only deployed by the BM-27 Uragan, whose 9M59 rocket can deploy 9 PTM-3 antitank mines, and BM-30 Smerch, whose 9M55K4 rocket can deploy 25 PTM-3 antitank mines.  The BM-21 Grad, the only MLRS type at brigade/division level, is capable of firing the 9M22K2/9M28K scatterable mine rocket, but rarely does so because the 9M22K2/9M28K munition is only capable of deploying three PTM-3 antitank mines.  Creating just a 1km minefield requires a minimum of 90 9M22K2/9M28K munitions.  If the intent were to deter or slow a tank battalion, an entire battalion of BM-21s, 18 launchers, would be required.

The accompanying excerpted articles from Russian newspaper Izvestia and Russian defense-related weekly Voyenno-Promyshlennyy Kuryer discuss Russia’s recent fielding of the “Zemledeliye” Engineering System for Remote Mining (ISDM).  The Zemledeliye ISDM is a dedicated system for deploying scatterable mines at a distance of up to 15km.  The system consists of a launch vehicle with two pods of 25 rockets each, a transport-loading vehicle, and transport-launch containers with rockets equipped with various types of mines.  The Voyenno-Promyshlennyy Kuryer article notes that the Zemledeliye ISDM will greatly increase the speed of mine laying, and that these mines have the capability to deactivate or self-destruct.  According to the Izvestiya article, the military developed new tactics at the recent Zapad-2021 strategic exercises to take full advantage of Zemledeliye’s capabilities.  These tactics consist of using the Zemledeliye in conjunction with a TOS-1A Solntsepek thermobaric rocket launcher to create a ‘fire field.’  Izvestiya also explains that the military is only fielding these systems in engineer brigades and engineer regiments.

…All engineering units of the Southern MD will soon be equipped with Zemledeliye remote mining systems. This decision was made in the Ministry of Defense, sources in the military department told Izvestiya…The interlocutors of Izvestiya reported that in the future, Zemledeliye should be received by the engineer regiments of the 8th, 49th and 58th combined arms armies, which are part of the Southern MD. Separate batteries equipped with these systems will be formed in them.

Izvestiya has already written that in 2022 the Zemledeliye systems will also be received by the troops of the Central MD. The head of the engineer troops of the Central MD, Colonel Andrey Gandzyuk, said in January of this year that the ISDM would be received by a separate engineering brigade stationed in Bashkiriya by the end of this year.

The appearance of Zemledeliye in the Southern MD is more than relevant, because these systems will be used where ground operations are highly likely, military expert Vladislav Shurygin told Izvestiya.  “In maneuver war, they are very effective,” the expert explained. “They bind the enemy, by covering flanks and performing many other missions. On the southern axis, on the one hand, there is a high terrorist threat: Central Asia is nearby, and these systems will become an effective defense system. But if a situation arises related to the same Ukraine, then Zemledeliye can also be used against modern armies equipped with high-tech weapons…

Zemledeliye was adopted by the Russian army quite recently. Tests of this engineering system were successfully completed as part of the Kavkaz-2020 exercise. Zemledeliye was involved in the run-through of the final episode at the Kapustin Yar training ground in the presence of President Vladimir Putin and top military leaders. The minefield set up by fighting vehicles delayed the advance of the mock enemy’s reserves and limited their maneuverability.

Now the tactics of using ISDM on the battlefield are being worked out. At the Zapad-2021 exercise, the joint use of Zemledeliye and mobile groups of heavy flamethrower [thermobaric] systems TOS-1A Solntsepek was tested. In particular, such an element of influencing the enemy as a “fire field” was tested.  The Zemledeliye set up a minefield, and while the enemy was bogged down on it, the heavy flamethrowers struck them with thermobaric rockets. Then all the mines were remotely detonated. The result was a zone of total destruction, where all living things dying from fragments, or the high temperature and sudden drop of pressure.

Russia’s BARS Reserve System Takes Shape

The accompanying excerpted articles discuss Russia’s latest effort to form a functional operational reserve system.  Unlike past efforts, which Russia poorly resourced and quickly abandoned, the National Army Combat Reserve (BARS) system appears to have sufficient resources and is now taking shape (see “Developments in Russia’s BARS Reserve System, OE Watch, #1, 2022)  The official Russian Federation Ministry of Defense website describes how the military is implementing BARS in the Southern Military District and trained 30,000 personnel in 2021.  The excerpted article from Russian newspaper Nezavisimaya Gazeta notes that Russia is making large investments in BARS and plans to spend roughly $209.6 million on its human mobilization reserve from 2022 to 2024.  The article also mentions that the Southern Military District’s total reserve end strength is envisaged to eventually be 38,000 personnel, a number sufficient to man an Army Corps.  A regional website called Artemovskiy Yegorshinskiye Vesti discusses the motivations of a soldier from the Sverdlovsk region for joining BARS, which include competitive pay and boredom from COVID restrictions.  The Artemovskiy Yegorshinskiye Vesti piece is important because it confirms that BARS is being implemented in additional military districts, in this case the Central Military District.

The state seriously concerned itself with creating a reserve in case of a big war and technogenic disasters…  This is happening in post-perestroika Russia for the first time. It is planned that the army combat reserve for each district will consist of several tens of thousands of persons…

The presidential edict on establishing a mobilization reserve was not published fully anywhere in open sources, because the activation and organization of activities of mobilization resources are classified subjects. Experts declared unanimously, though, that this is a very expensive project for Russia. There was no information in the unclassified part of the document as to how many people it was proposed to involve, in what time periods to develop the reserve, and how much money to spend on it. State Duma deputies presumed that in conducting an experiment of activating a human mobilization reserve (MLR) [мобилизационного людского резерва (МЛР)], as a minimum it can be a matter of a brigade numbering around 5,000 reservists, and its upkeep will cost the budget approximately 1.5 billion rubles per year [$19.7 million]…

But the activation of reservist units and formations already had begun in the Armed Forces in August 2021. Colonel Konstantin Zapatotskiy, chief of Southern Military District Organization-Mobilization Directorate, announced that with conclusion of the first contract, a lump-sum payment will be made to the reservist: up to 66,000 rubles [$865] for an officer and up to 39,000 rubles [$511] for a private or sergeant…

In August 2021 the Southern Military District Organization-Mobilization Directorate had been assigned the task of bringing the numerical strength of reservists to 38,000. It will be possible to activate an entire army corps from them, and this considering the fact that three combined-arms armies are already deployed in the district. It is not known precisely how many managed to be recruited in reality, but it was reported that training sessions and exercises already were being held with reservists in the fall. Formation of the MLR will continue for the next three years. One of the first in Artemovskiy to sign a contract to serve in the Russian Federation Armed Forces mobilization reserve has attended three weeks of training camp at the Yelan’ garrison. Here, he shares his impressions.  Not many in Artemovskiy are keen to serve as army reservists, but perhaps they should be. You get a decent uplift to your main salary, and a distraction from the day job. This is the story of 23-year-old reservist Vladislav Skutin, who signed a three-year contract with the Defense Ministry.

“What made you decide to do this?”—we asked him.  “I probably wanted a break from the pandemic and QR codes. You can’t go out anywhere so I decided to give it a go,” is how Skutin, a service desk worker at Yandex Taxi, began the conversation. “I was bored of the same stuff day in day out, I saw a notice about the military reserve, and decided to try it out. I passed the examination at the military commissariat in mid-September, and I was accepted into the reserve.”

Vladislav served his time as a conscripted soldier in Podmoskov’ye, in the town of Kashira. He spent a year in an HQ working as a radio and telephone operator, without getting to experience all the hardships and deprivations of army life. And he wanted to see what he had missed.

“I went to the camp in Yelan’ as a signaler, in the rank of corporal,” the “reservist” said. “For me the most unforgettable thing was living in November frosts in 50-bed army tents with iron stoves, bunks, and washbasins. Conscripts from the Yelan’ garrison brought us firewood and warm water.”…“We were given the same uniform as National Guardsmen, but without the insignia. So we looked different from regular soldiers,” he recalls. “Within the unit and outside it, we were called ‘partisans.'”  Vlad observed that “most reservists sign the contract and go to the training camps for the money.” “But I went for a change of circumstances and new experiences.”  For three weeks of training, our interviewee received about 20,000 rubles [$267] into his account plus monthly reservist payments of several thousand rubles, and the average wage for his main job. Enough to live on…

Russia Modifies Short-Range Air Defense Systems To Combat UAVs

The accompanying excerpted articles from Russian government news agency TASS and Russian newspaper Ivestiya discuss how existing close-range air defense systems are being modified to defeat small unmanned aerial vehicles (UAVs).  According to TASS, the Russian defense industry manufactures soft-kill (electronic suppression) and hard-kill (physical destruction) anti-UAV weapons.  The latest version of the Russian Aerospace Forces’ (VKS) Pantsir self-propelled anti-aircraft gun and missile system is the Pantsir-S1M, which will reportedly be capable of physically destroying UAVs while also electromagnetically interfering with their operation.

The Izvestiya article explains how the Russian Ground Forces intend to physically destroy small UAVs by way of the Verbaman-portable anti-aircraft missile system (MANPAD).  According to Izvestiya, the 9K333 Verba (SA-25), a modernized variant of the 9K38 Igla (SA-18) produced by KB Mashinostroyeniya, has a more sensitive seeker, enabling it to find smaller targets, such as small UAVs.  In addition, the Verba may be used as part of an integrated air defense system and can acquire data from other sensors to facilitate targeting.  Although the Verba has no reported soft-kill capability as with the Pantsir-S1M, this does not mean that the Ground Forces are not pursuing soft-kill capabilities.  Russian Ground Forces’ air defenses usually work closely with, and are close to, electronic warfare units that practice this skill; therefore, adding it to air defense systems is not necessary.

It is difficult to imagine a modern army of any state without unmanned aerial vehicles (UAVs). The tactics of their application are constantly being improved.  Already today, there is a concept of using a whole swarm of drones, when one large target can be attacked by hundreds of small and cheap UAVs.  The experience of modern military conflicts in Syria and Nagorno-Karabakh has shown that attacking UAVs are one of the most effective strike weapons. At the same time, small and ultra-small UAVs are actively used not only by the military, but also by terrorists…

According to the chief designer of “Pantsir” Valery Slugin, the anti-drone functions were originally part of the air defense missile system’s concept.  However, at the time the system was created in the mid-90s, they were quite large.  Over time, the dimensions and flight altitude of the UAV decreased, which became a serious problem for most radars.  The main difficulties arose in the detection, tracking and guidance of missiles at such a target.  To intercept smaller drones, the Pantsir’s radar was upgraded.  The new radar can see up to 75 km, and simultaneously detect and track up to 40 targets…

Today, the Russian defense industry manufactures two types of anti-UAV weapons – soft-kill (electronic suppression) and hard-kill (physical destruction). According to the manufacturer, the new Pantsir-S1M is capable of operating in both modes.  With the help of the latest electronic equipment, the Pantsir-S1M can suppress the operation of drone navigation equipment at a distance of 15-18 km.

According to Sergei Mikhailov… the modernized air defense missile system is capable of becoming the basis of tactical air defense.  “On the basis of Pantsir-S1M, an effective modular air defense network can be built, capable of covering military units from small-sized and attack UAVs, high-precision weapons and, of course, military aviation – aircraft and helicopters.  The complex fully complies with modern A2/AD [anti-access and area denial].  (The theory of the formation of air defense, allowing to block the enemy’s access to critical areas)”, – said Sergei Mikhailov.

For the most effective defense against unmanned aerial vehicles in Russia, an echeloned electronic countermeasures system for small-sized UAVs is being developed.  The system provides reliable protection of territories and facilities from both individual drones and their groups, including swarms of drones.

Russian and Belarusian troops will be covered from the drones of a potential enemy.  The Verba  man-portable anti-aircraft missile systems (MANPADS) will be used for at the upcoming “Union Resolve-2022” large-scale maneuvers for the first time.  With its help, they will try to create an “anti-drone dome” and intercept not only drones, but also precision guided aircraft munitions…

The crews of these complexes will be distributed over a large area in order to create a protective dome.  In addition to intercepting the drones themselves, they will also experiment with intercepting aviation weapons – guided bombs and missiles…  According to the developers, the new, much more sensitive homing head has dramatically increased the ability to deal with small objects, such as UAVs. Compared with the anti-aircraft systems of the previous generation, the capabilities of the new missile have doubled, especially at a distance of more than three kilometers.  In addition, they can be linked into a single system with long-range air defense systems and receive external target designation [data]…

The Verba complex is capable of hitting aircraft, helicopters, cruise missiles and drones at altitudes from 10 to 4500 meters and at a distance of up to 6 kilometers.  MANPADS received a missile with a unique three-spectral homing head, which sees targets in the ultraviolet, near and mid-infrared ranges.  It is capable of distinguishing an airplane or helicopter from a thermal decoy on approach and choosing the right target…For the first time, the [command-and-control system] set includes a ‘Garmon’ portable radar, which, depending on the modification, monitors the airspace within a radius of 40-80 kilometers… two types of radars have been developed.  The first one is lightweight, and can not only be transported by motor vehicles or armored vehicles, but also carried.  The second is mounted, as a rule, on a tracked chassis and has higher target detection characteristics.  The Barnaul-T automated tactical air defense complex integrates the Verba into the overall air defense system and can use information about air targets coming from other, more powerful radars.  It allows you to create a scenario for the actions of anti-aircraft gunners, allocate targets based on capabilities, positions, combat readiness and the state of ammunition…

Russian Motorized Rifle Divisions To Gain an Electronic Warfare Battalion

Traditionally, Russian motorized rifle divisions and brigades each have an organic electronic warfare (EW) company.  However, according to the excerpted articles from Russian newspaper Izvestiya and state-owned news agency Radio Sputnik, future motorized rifle divisions will have their EW company upsized to an EW battalion.  According to Radio Sputnik, Colonel General Alexander Zhuravlyov, the commander of the Western Military District, stated that this change “will significantly increase the reconnaissance capabilities of the formation and reduce the time it takes to obtain necessary information.”  Izvestiya notes that these new battalions will be equipped with the R-330Zh Zhitel jammer, the Borisoglebsk-2 EW suite, and the RB-341V Leer-3 EW/unmanned aerial system (UAS).  Although EW companies already have the Zhitel and Borisoglebsk-2, the RB-341V Leer-3 will be a new capability at the brigade/division echelon.  Previously, only the echelons above the maneuver brigade/division had this system.  It is important to note that, aside from the RB-341V Leer-3 and more kit, these EW battalions will most likely closely resemble the EW companies from which they are derived, maintaining their tactical focus.  This means that the EW battalions found in the motorized rifle divisions are far different from the EW battalions found at the Combined Arms Army level in terms of purpose, structure, and equipment, which includes the Palantin, Krasukha-S4, etc., as this type of an EW battalion has more of an operational focus.

The accompanying excerpted article from the weekly military and defense-focused newspaper Voyenno-Promyshlennyy Kuryer discusses the value of the RB-341V Leer-3 to security forces during the recent unrest in Kazakhstan.  According to the article, “There is no doubt that the use of the Leer-3 system not only severed communications between the combat groups and their foreign controllers, but also provided Kazakh security forces their geolocation data.”  The inclusion of the RB-341V Leer-3 in more numerous, lower-level, tactical units show the importance Russia places on cell phones in modern warfare.  The RB-341V Leer-3 is not just envisaged to do cell phone jamming and geolocation, but also to influence the population by way of sending short message service (SMS) and audio messages, and eventually, even digital files.

Russia’s Western Military District (WMD) has deployed a new battalion of electronic warfare systems in Belgorod Region, which borders on Ukraine, Russian news agency RIA Novosti reported on 25 January.

Electronic warfare battalions will be formed as part of several divisions of the Western Military District. The new units will protect troops, socially significant sites, and industrial facilities from strikes by precision-guided munitions. The battalions are equipped with complexes capable of suppressing enemy GPS systems, communications and navigation. The first such military unit was formed in Belgorodskaya Province and became part of the 3rd Guards Motorized Rifle Division. Experts note that this is an effective defense along the Russian border…

The R-330Zh Zhitel jammer is designed to detect, find and jam signals and satellite communication stations, as well as navigation systems, including GPS. Such actions prevent UAVs, cruise missiles and other PGM from orienting themselves on the ground when striking… The Leyer-3 complex includes three Orlan-10 drones, which are used to jam cellular GSM communications… The main task of “Borisoglebsk-2” is the detection and suppression of various communication channels, including radio navigation systems.

On January 12, the Vietnamese edition of Soha published information about the use of Leer-3 electronic warfare systems by the CSTO peacekeeping contingent in Kazakhstan. According to the authors, this capability was one of the decisive factors in ensuring the successful outcome of the counter-terrorist operation of the Kazakh security forces.  “There is no doubt that the use of the Leer-3 system not only severed communications between the combat groups and their foreign controllers, but also provided Kazakh security forces their geolocation data” the report says. The loss of a unified command and control by the terrorists and their inability to coordinate actions led to a completely natural result – the elimination of combat groups…

New drones capable of replacing cell towers have successfully passed the combat test program on the territory of the Syrian Arab Republic and have been officially adopted by the Russian Armed Forces. They have the ability to send audio and SMS messages to subscribers, and in the near future it is planned to add the ability to transfer video files. Since 2015, the drones that were part of the Leer complex have successfully suppressed base stations, but could not effectively resist 3G and 4G networks, which in turn created certain difficulties when interacting with smartphones. In modernized drones, these problems are solved. They “jam” the base stations, taking their place and becoming their virtual twins.

According to Denis Kuskov, CEO of the analytics company Telecom Daily, the “fake base station” created by the drone, unnoticed by the user, intercepts traffic and connection control, depriving him of the ability to connect to another base station. An operator controlling an unmanned aerial vehicle as part of the RB-341V Leer-3 gets the opportunity to generate calls and SMS messages to all subscribers within its coverage area…

The accompanying excerpted articles from Russian government news service TASS and pro-Kremlin daily newspaper Izvestiya discuss Russian efforts to increase thermobaric munition capabilities in the NBC Defense Troops.  Although thermobaric munitions, referred to as “flamethrowers” in the Russian military, exist elsewhere (artillery, aviation, etc.) in the Russian Armed Forces, thermobarics are considered primarily an NBC Defense Troops’ weapon.  The TASS article features an interview with Aleksandr Smirnov, the General Director of Splav, the firm that produces the soon to be fielded TOS-2 “Tosochka” wheeled heavy flamethrower.  In the current structure of the Russian Ground Forces, shoulder-fired flamethrower squads and platoons may be present in the NBC defense companies of Russian maneuver brigades.   Company-sized flamethrower units are only present in the flamethrower battalions, in the NBC defense regiments of the Combined Arms Armies, Tank Army, and Army Corps.  The typical Russian flamethrower battalion consists of two companies of shoulder-launched flamethrowers, and one company of vehicle-launched heavy flamethrowers.  The typical heavy flamethrower company has 35 personnel; three TOS-1A ‘Solntsepek’ heavy flamethrowers, each with 24 220mm thermobaric rockets mounted on a T-72 chassis; and six TZM-T transporter/loader vehicles, which are also mounted on a T-72 chassis.  Izvestiya notes that the Southern Military District will increase its number of heavy flamethrower systems to 42 by 2024, with the intent of eventually having a heavy flamethrower battalion in each regiment by 2027, resulting in a six-fold increase in firepower from current capabilities.  Another edition of Izvestiya states that Russia is considering developing a UAV capable of dropping a thermobaric munition for the NBC Defense Troops.  Although Russia has not shown much interest in mounting weapons on small UAVs, this may be beginning to change as the Russian Ground Forces experimented with such a system—the “Lastochka” Complex—during Zapad-2021.

What is being done now regarding work on the TOS-2 “Tosochka” heavy flamethrower system?

Joint testing is now under way at enterprises of the Rostec state corporation, in particular Splav and “Special Design Bureau” of the military division at Motovilikha Plants. The plan is to complete it by the end of the year.  The forces are looking forward to these machines. We are already training crews to operate the new system, because its engineering is radically different from the TOS-1A. We hope that the TOS-2 will be much in demand in our armed forces. As far as I know, when the system was first displayed during the parade on Red Square it sparked interest among foreign customers.

Are new projectiles in development for the TOS-2?

Yes, a new rocket has been developed. State tests are being conducted and an initial batch of prototypes has been made for troops to try out. We are also planning to complete all the testing of another munition for the TOS-2 this year. Its distinguishing feature is its longer range, and it can be used by the TOS-1A.

How can the TOS-1A and TOS-2A coexist on the battlefield?

They can do so just fine. Depending on the tactical environment, commanders will be able to employ either a weapon that moves on wheels or one that is on tracks.

When can we expect to see the TOS-2 on the world market?

The promotional materials for the weapon were drawn up this year. Bearing in mind foreign customers’ interest in the TOS-1A, we can safely predict a similar export potential for the TOS-2 because a number of its specifications have been improved, such as longer range, a wheeled chassis, and better ergonomics.

Could the Tosochka be mounted on other chassis types?It is technically possible, but not worthwhile. The artillery part is attached to a specific type of chassis.

The Defense Ministry has told Izvestiya that three new battalions will be formed in the Southern Military District, armed with the TOS-1A Solntsepek and TOS-2 Tosochka heavy flamethrowers. They will cover the south of the country — the Caucasus, Crimea, and the border with Ukraine. According to Izvestiya’s sources they could also be deployed to the strategic western sector, The mobility of the Tosochka, which is mounted on wheels, enables it to travel hundreds of kilometers on public roads.

In Russia’s army the TOS-1 is in service with individual units of the radiation, chemical, and biological defense troops. Sources say that delivery of the flamethrowers to the Southern Military District will be a phased process. During the first phase — up to 2024 — their numbers in existing units will be increased to 42 systems.

During the second phase the number of flamethrowers is expected to increase gradually as additional subunits are created in the radiation, chemical, and biological defense regiments of combined-arms armies. The plan is to create three new heavy flamethrower battalions by 2027, which will provide their groups of forces with a six-fold increase in firepower on what they have today…

Large-scale exercises with NATO ships and aircraft ended recently in the Black Sea region and there is unrest in Ukraine and on the Armenia-Azerbaijan border. In such circumstances the southern strategic sector is begging to be beefed up, says military historian Aleksey Khlopotov.

“Heavy flamethrower systems proved their effectiveness during the fighting in Syria and Iraq,” he said to Izvestiya. “They’re indispensable when eliminating an enemy who is hunkered down in well-fortified positions or buildings or in mountains. The Solntsepek and Tosochka will complement each other. The tank armor of the former means it can be used in forward positions and deliver strikes from close range. The Tosochka, which has a wheeled chassis, will be good when conducting mobile operations.”The wheeled chassis gives a number of advantages, Aleksey Khlopotov said. In terms of speed when traveling and on the move the TOS-2 is comparable to ordinary cars, which makes it particularly effective in places with extensive road networks and also in steppe and desert terrain and areas of stony ground.  “The wheeled-chassis system is cheaper to produce and service and has a longer operating life — they’re cheaper to maintain,” Khlopotov concluded…

Flamethrower Drones will appear in the Russian Army. The Ministry of Defense has approved the performance specifications for new weapon systems for the Radiological, Chemical, and Biological Defense Troops, sources in the Military Department told Izvestiya. In particular, unmanned aerial flamethrower systems ended up on the list of new weapons. They will be manufactured based upon small aircraft or quadcopters. The UAVs will be able to destroy the enemy using compact thermobaric or incendiary charges. The experts emphasize that those weapon systems will become especially dangerous in conditions of an urban engagement and also during the destruction of enemy reinforcements. They will help to save the lives of peaceful residents and soldiers in street engagements…

The NBC defense units have weapon systems to accomplish any missions. Among them – are handheld “Shmel” rocket-propelled flamethrowers and “Buratino”, “Solntsepek”, and “Tosochka” heavy flamethrower systems. But the NBC Defense Troops will get the full spectrum of weapons with the appearance of the flame-thrower unmanned aerial vehicles, Military Expert Viktor Murakhovskiy told Izvestiya.  “Unmanned aerial vehicles will permit the rapid destruction of targets in urban area, and also targets that are hidden in terrain folds or are located in fortifications…They are needed in order to destroy important facilities in the enemy tactical rear – for example, munitions and fuel dumps, communications centers, and unarmored vehicles, in which command posts are based…”

Precision strikes using incendiary and thermobaric munitions will permit the minimization of collateral damage during the course of combat operations, he pointed out.  “Those unmanned aerial vehicles will be invaluable in house-to-house fighting”, Viktor Murakhovskiy concluded. “They will permit us to avoid the destruction of structures, which are not related to the military infrastructure, and to also reduce losses among the peaceful population and servicemen. It is better to lose two drones or robots than one soldier.Small drones from the latest “Lastochka” Complex have already been tested in the role of strike UAVs at the “Zapad-2021” Strategic Exercises, which were conducted in September of this year. They dropped antipersonnel and hollow-charge bombs on the targets.  Small multicopters, which are capable of dropping small bombs with various warheads on targets, are being developed in Russia today. Those aircraft can hover over a target in order to achieve greater accuracy. The capability for a hollow-charge bomb to end up on a mockup of a tank was confirmed in tests. In the process, the flamethrower drones can be used to destroy and ignite larger facilities…
